Nuclear terrorist attack by 2013???

When reading this article it talks about the possibility of terrorist stealing a "recreated" virus that killed 40 million in the early 19th century. Why the heck would someone recreate this? Then lets stick it on national news and and give the bad guys a few more ideas...
